Fog in this game effects lightning, but sometimes it can be too bright. If fog is disabled - it's too dark. Also if fog enabled there will be dark reflection on the water, more with D3D9 backend. Some times this problems can be resolved by switching per-pixel lightning (or disabling it). Loading a savestate may disable fog as a byproduct, for a quicker method to disable it.
