It is something of a subjective decision, but most of the time the problems are minor, and not as critical as emulation bugs, so historically, by our conventions, they have been placed below other problems. So I assumed based on that that the Emulation Information would be placed beneath problems, and sometimes they were, and other times they weren't depending on who entered it. I was going to just move it all, but this could cause issues in the future, so we should probably get some consensus established.
