I do not think they should be rated whatsoever! A problem is a problem. Even the simple thing we do of putting the most severe problem on the top is subjective, and essentially irrelevant. But at least it doesn't try to claim anything. Putting a big fat label onto problems IS claiming something! I can just imagine two people arguing over the problem rating ...There would be no solution to such an argument, since the values are totally made up.
