Since {{revision|4.0-7630}}, blur effects are darkened greatly. Disable "Store EFB Copies to Texture Only" to emulate the effect properly.  When EFB Copies are stored to Texture, the game is feeding the CPU an empty (black) image, resulting in the screen darkening instead of blurring near the edges.  Fixed by {{Revision|4.0-9200}}
