If you are playing on an Nvidia graphics card and experiencing FPS spikes which seem to happen regardless of Dolphin settings, you may need to set your "Power Management Mode" in your Nvidia control panel to "Prefer Maximum Performance". Users have anecdotally reported their GPU's running at only a couple hundred MHz without this turned on.
