Uh.... What the recent edit described is the exact same process that windows uses. Press 1+2, open the wiimote tab, press refresh. EXACTLY THE SAME. It only changed the order slightly. Billiard made it this way purposefully. Undoing: repetitive.

Having the bluetooth device enabled and correctly detected, one just need to launch Dolphin and while pressing "1" and "2", open the Wiimote configuration window and press "Refresh" button.  Finally press "OK" button and the Wiimote should rumble, meaning it has been correctly detected. You should not need to go through any kind of pairing process at all like it could be the case under a Windows system. You can also use "Continuous scanning".
