Even though the sound crackles for just a little bit, HLE is still recommended for this game.

However there might be a way to play it smoothly with DSP LLE and that is if all songs are completed and all stages unlocked. Then you might be able to chose a certain studio room with no crowd and nice effects to bog things down. I tried this on quickplay and got lucky to end up just in that special studio room and things went smooth.
