Dolphin from version 4.0 is compatible with USB HID drivers. Thus the portals are working when a proper WinUSB driver is installed for it.

A Skylanders portal of power is required to play.
Compatible Portals are those came with PS3, PS4, Wii, Wii U.
Plug the Portal in USB and install the WinUSB driver. Eg. Zadig 2.2 http://zadig.akeo.ie
Open Zadig and in Options -> List all devices. Find the Portal and install WinUSB driver on it.
There is no need to change any config for USB connection. The Portal will work with Dolphin straight away.
