I tested my catalog, and none of my SNES VC titles need Idle Skipping. Nevertheless, you listed some games I didn't have, so I had JMC47 test them. They don't need idle skipping either. Matter is settled for me.

Added stuttering.

Unable to reproduce in 4.0. The only issue with the settings stated here is that without idle skipping some minor glitches appear when entering/exiting fullscreen. These do not affect gameplay and are over in under a second.
