Currently this is impossible to achieve, since Dolphin triggers Nintendo's server protection; if the servers detect any anomalies in the system connected to it, it will automatically disconnect said system and ban it from further connections.

When attempting to start the Wii Shop Channel, a dialog box appears: "An Internet connection is required. Configure Internet settings now?".
