The Wii Startup Menu was a System Install Menu (Stub System Menu) used for Wii in kiosk demos. It came with a disc containing a system update for the Nintendo Wii console, seemingly intended to be shipped with the first released Wii units. While there exist large amounts of evidence for its existence, the physical disc has not been found, nor has a rip of it been found. However, a NAND dump of a console with the startup disc message has been found due to some early Wii's shipping with it accidentally. It aparently only run discs with a RAAE Id in its first 4bytes
Problems
Doesn't Boot
The NAND System Menu seems to require IOS4V3 and, since its not implemented yet, it just hangs at a black screen. Dolphin 4.0 Seens to be able to boot the Menu but lacks support for detecting update partions rendering the menu useless.
