I considered that too which was why I asked if the user needed format help. Either way whether this really is testing for old revisions or just confusion over the version numbering it's not cool to overwrite other people's edits for completely different versions to enter your own. If his edits were added alongside the other ones it wouldn't really be a problem but he's basically removing other people's results from many different pages.
