(Tested. Did not encounter any problems by turning off idle skipping, and did not need Safe texture cache (though some games might). However, needs progressive scan.)
(try gradius ii, r-type, bomberman, etc... visible stuttering in-game without these options. idle skipping, framelimit applies mostly to bomberman.)

Titles run at half speed when the option 'Limit by FPS' for Framelimit is selected. Check "Enable Progressive Scan" to fix this.
When the option is disabled (but a Framelimit is set), titles run at normal speed without the need for Progressive Scan.

Titles will stutter/slow down at times while the game runs. It happens most frequently when there are many animations occurring, but may happen at any time. Set "Texture Cache Accuracy" to "Position 1 (Safe)" to fix this.
