Launching the PAL version of the game results in IOCtl_ES_LAUNCH errors, and the game fails to boot. NTSC is not affected.
This can be fixed by replacing the 00000009.tik file. Download [http://forums.dolphin-emu.org/attachment.php?aid=8840 this file]. Put the 00000009.tik file in the Dolphin/User/Wii/Ticket/00000001 folder. The warning messages may show up, but the game emulation will not hang and will continue.
