The game was created by the creator of the Final Fantasy series, Hironobu Sakaguchi. Nintendo and Mistwalker both sought to create "a new form of RPG by choosing the universal theme of human emotion".
In June 23, 2011, a fan campaign called "Operation Rainfall" was started to persuade Nintendo to localize Xenoblade, The Last Story, and Pandora's Tower for North America. Xenoblade has since been announced for an American release, but Nintendo continues to state that it has no plans to bring The Last Story to the US.
