::I think it should be okay to transfer the set around, you can use the TMDs to download encrypted game content with NUS Downloader, but you're still going to need a valid ticket to actually decrypt games to use them in Dolphin for example. You can only get tickets by actually buying the game on the Wii Shop Channel.
