For players who've never visited Wii Shop Channel within Dolphin, or who've received a Dolphin error about device credentials (due to the certificate reasons mentioned above) and thus never reached the Wii Shop Channel, the country will effectively be none, making the Transfer Tool unable to proceed further without replacing the entire Dolphin NAND.
